Art. R.233-13-31: scaffolding may only be assembled, dismantled or significantly modified under the direction of a competent person and by workers who have received adequate training specific to the operations envisaged, the content of which is specified in Articles R.231-36 and R.231-37 and includes in particular:
a) understanding of the plan for erecting, dismantling or transforming the scaffolding;
b) safety during assembly, dismantling or alteration of the scaffolding;
c) measures to prevent the risk of people or objects falling;
d) the safety measures in the event of a change in weather conditions which could be
detrimental to people by affecting the safety of the scaffolding
e) the conditions in terms of admissible structural forces
f) any other risk than the assembly operations, disassembly and transformation mentioned above may involve.
The instructions, documentation and calculation notes must always be available on a site with scaffolding.
Art. R.233-13- 32: the person who directs the assembly, dismantling or modification of a scaffolding, and the workers who participate in it must have the manufacturer's instructions or the assembly and dismantling plan, in particular all any instructions they may include.
When the scaffolding assembly corresponds to that provided for in the manufacturer's instructions, it must be carried out in accordance with the calculation note to which these instructions refer. When this calculation note is not available or the structural configurations envisaged are not provided for by it, a strength and stability calculation must be carried out by a competent person. When the envisaged configuration of the scaffolding does not correspond to an assembly provided for in the instructions, an assembly, use and dismantling plan must be drawn up by a competent person.
These documents must be kept at the workplace.
Appropriate protection against the risk of falling from a height and the risk of falling objects must be provided before access to any level of a scaffolding during its erection, dismantling or transformation.
Mixing parts from different manufacturers should be avoided.
A rt. R.233-13-33: the constituent materials of the elements of a scaffolding must be of a solidity and a resistance suitable for their use.
Assemblies must be made in a safe manner, using compatible components from the same source and under the conditions for which they have been tested. These elements must be checked for their good state of conservation before any scaffolding operation.
The movement of a rolling scaffolding during its use is prohibited.
The stability and overturning protection of a scaffold must be ensured.
Art. R.233-13-34: the stability of the scaffolding must be ensured. Any scaffolding must be constructed and installed in such a way as to prevent, during use, the displacement of any of its constituent parts in relation to the assembly.
Fixed scaffolds must be constructed and installed in such a way as to withstand the stresses to which they are subjected and to withstand the stresses resulting from atmospheric conditions and in particular the effects of the wind. They must be anchored or moored at any point of sufficient strength or be protected against the risk of slipping and overturning by any other means of equivalent effectiveness. The bearing surface must have sufficient strength to resist any bearing sag.
The unintentional movement or tilting of rolling scaffolds during assembly, disassembly and use must be prevented by suitable devices. No worker may remain on a rolling scaffolding when moving.
The permissible load of a scaffolding must be visibly indicated on the scaffolding as well as on each of its floors.
Fall protection for scaffolding must be provided by guardrails.
No gap of more than twenty centimeters must exist between the scaffolding and the structure.
Art. R.233-13-35: the scaffolding must be fitted on the exterior sides with collective protection devices as provided for in paragraph 2 of article R.233-13-20.
The dimensions, shape and arrangement of the floors of a scaffolding must be appropriate to the nature of the work to be performed and appropriate to the loads to be supported and allow safe working and movement.
Scaffolding floors must be erected in such a way that their components cannot shift during use.
No gap of more than twenty centimeters must exist between the edge of the floors and the structure or equipment against which the scaffolding is established.
When the configuration of the structure or the equipment does not allow this distance limit to be observed, the risk of falling must be prevented by using collective or individual protection devices under the conditions and according to the procedures defined in the 'article R.233-13-20. The provisions of this article must also be implemented when the scaffolding is set up against a structure or equipment not exceeding by a sufficient height the level of the floor of this scaffolding.
Safe and sufficient means of access must be provided between the different floors of the scaffolding.
Any area of a scaffolding being modified or erected must be marked so that no worker can access it.
Art. R.233-13-36: when certain parts of a scaffolding are not ready for use, in particular during assembly, dismantling or alterations, these parts constitute areas of limited access which must be equipped with devices preventing that unauthorized persons can enter. Appropriate measures must be taken to protect workers authorized to enter these areas.
